Hi Blu, I'd use a Powder Blue of Robin Egg Blue to tone down the dark blue.
In stead of picking a random color do as designers do, choose from a preexisting product. Every room should have a pattern to relate colors. Should have at least 3 to 5 colors, like from an area rug, pillows, drapes, etc. Should have your existing dark blue and tan in it. Choose from there.
