Is it ok to take rake my leaves in my flower beds?

Yep, but it's easier to blow out the leaves w/a leaf blower then rake them from the flat surface of your lawn.

I'd run a lawn mower over them several times after leaves have dried, prior to putting them in flower beds.

Yes but you probably want to mulch them first for a prettier bed.
