Depending on the dimensions and building codes you may need a permit. If that is the case they will have certain things that you must do and things not to do. Have you checked with your local building department yet? What size of structure are you planning on building?
Pick hedge plants that will do well in your area and desired amount of maintenance (pruning) Space them accordingly to their mature size in the shape of your "room". Add an arbor or pergola for your entrance. Fill the center with gravel or pavers, add outdoor seating, enjoy.
