I would rough it up slightly with a fine grit sandpaper and then use a spray paint. The paint will stick to the slightly rough surface...it won't stick to vinyl that hasn't been treated.
Yes, spray paint would be the best idea. They sell spray paint that specifically says works on plastic, vinyl, wood, etc.
