Sheet Vinyl will be the least expensive. Just know your floors will be really cold in winter. Rugs will help. If you have pets, place extra padding under their pet beds or crates to keep them warm enough.

IF you are speaking of a general purpose room , and NO leaks , I would reccomend

Glue Down Vinyl . It is washable and should any leaks occur , it is easily cleaned Up.

IF you are using the room as a DEN or Family room , you could also install a PERGO type ,engineered flooring . Most of this type of flooring resembles Wood Flooring so It makes a gorgeous finish when installed properly.You can also move furniture around fairly easily with few or No scrathes, where as VINYL can Tear .

IF there are problems , the floor can be Taken UP and REUSED .Just make certain to number the pieces in order to re-assemble them correctly.
