How do I clean and fix peeling laminated kitchen cabinets?

I had some kitchen cabinets that were particle board with a white finish laminated over it. This paint layer started peeling all around the edges of the doors and drawer fronts. I sliced them off neatly with a razor (there was a raised edge that provided a good "stopping place" for the razor) and then painted the exposed particle board edges. I matched the paint as well as I could with semi-gloss. There was one place where the chip extended onto the face of the door- I put several layers of primer so that the chipped area was level with the laminate remaining on the door front, sanded smooth and primed and painted, and it was then a very subtle color difference. There are YouTube videos on this subject available for your research. Here is one that illustrates a man removing this finish of doors like mine.

They’ve been painted and now are peeling or the plastic laminate itself is peeling off the substrate? Or are you talking about a Melamine finish on the doors?

Take one of the cabinet doors to the paint department of the home improvement store and ask them to select paint/stains and other finishes and application tools that will work for your kitchen. They have the best selection, the most up-to-date materials and most important, the most informative sales staff to get you what you need for a professional job.
