Wet and scrape off. or if flat re-paper over but don't overlap the same joints. Good luck - otherwise it's overboard with new Plasterboard. Goodluck!
Mix 50/50 warm water & vinegar in a spray bottle to help melt the adhesive. Be careful not to saturate too much or the pressed wood will begin to fall apart. Scrape with a plastic scraper.
If it’s factory applied wallpaper over something like Masonite, then it’s going to be nearly impossible to do this.
If so, then it’s time to either re-paper over it or put new 1/4” drywall over it.
If this is the wall paper over board in modular or mobile homes - you may have to just cover over it.
