Vinegar and salt, Brush Killer, or rip it out by hand, wearing heavy duty gloves and pruning what you can. Note that roots can be more than 6-8' in length.

The leaves on English Ivy have a waxy layer which is pretty good a keeping anything you spray on them from being absorbed. The best method is the hardest - pulling the vines. Make sure you get the runners which travel underground. After initially pulling the ivy I have to go back every year and get more but it is MUCH thinner and easier to pull.
My husband digs it all out with a pick axe. I keep telling him that we need to rent some goats to come eat it.
