You can "trim" any time, "pruning" is typically performed in late winter to early spring before they start leafing out.

Anytime. Roses are very tough, and love a good pruning. To prevent the spread of Rose viruses/diseases, you may want to use a spray bottle filled with isopropyl alcohol to sterilize your tools (secateurs).

I cut mine down to about 3 inches from the ground after the first frost and pile on the mulch to keep them warm. Here in Madison Al, winters don't get that cold. I even have some in large pots and this works to keep them over the winter.
