I don't think it's a good idea personally. It's too easy for them to roll up and peel, but I know it's a popular DIY .
What kind of existing tile?
Sure can. Peel and stick can go over any flat surface. Some have use peel and stick planks on accent walls for a wood look. Make sure the floor is clean and dry. Wash it down with one cup of lemon scented ammonia to one gallon hot water. Will remove built up dirt, grime, and wax (if you wax). I do this once a month to my vinyl floor. If the floor was ceramic or stone, grout lines and any imperfections would transfer to the peel and stick.
