I'm afraid you have to wet it and scrape it off with a wallpaper scraper...........sorry!

Scraping off is the only way. You can use a blow dryer or hot water to soften it then scrape it off with a wide putty knife.
If you have the money I would just replace the wall. If you can't do that then scraping it off is what you'll have to do. Good luck!
