What can I put over my windows to block out the cold air?
I don't want to put up plastic so what can I use to block out air but easy to adjust when air is needed

Lined draperies.
You can get insulated curtain/drape panels or insulated drapes.
Lined drapery. Also helps in heat.
If air infiltration is a problem, install EPDM insulating strip or similar. Caulk if necessary.
The more folds in draperies, the better the insulation factor.
I made these when we were in an apartment with absolutely awful windows!
I used canvas painter's cloth in 12' length across my sliding glass door. It cut down a lot of air with little cost and no sewing by just using curtain clips, then hung.
We bought insulated drapes at Walmart and love them, they are hung over our patio doors, block the hot sun in the summer keeping the house cooler and in winter keep us warm.
