They do look like they are laminate. I would clean them well, lightly sand, and use Rustoleum paint designed for plastic. Good luck on finding a solution to your project.
Yes it is a type of laminate. You can try the paint kits made for countertops found at Home Depot. They have detailed instructions in them.
I would clean them well , lightly scuff them with a sanding sponge then get a spray paint that is meant for using on plastic , I believe rustoleum makes one. Then I would seal it with a clear coat spray paint in matte or gloss finish. Good luck !!!

It's formica and its difficult to get paint to stick. I've done projects like this before and found a simple trick. Clean and light sanding as everyone has suggested. Lowe's & Walmart sell a spray glue called 77 made by 3M. Spray a light coat of the 77 glue over everything you plan to paint and allow time to me to dry. After the glue sets up you can paint it with any household paint that you like.
I lightly sand mine and use kilz2 primer. Let it dry, sand smooth and roller paint. Easy and does a great job
