Not if ground is still workable. It's hard freeze that would delay planting.
Not to late. Just can’t plant in frozen ground, or if the weather will get to warm which will make them grow.
If you still can work the soil you can still plant.

As a rule—If you want spring-blooming flowers like daffodils, tulips, and hyacinths, you need to think ahead and get the bulbs in the ground before the first hard frost. They need a long period of cold weather to initiate the biochemical process that causes them to bloom and time to develop roots.

As long as you can dig into ground(not too frozen) you can plant
I agree with Lynn, Roberta and William. If you can still dig the ground, you can plant them. There will still be plenty of cold weather over the winter for them to get their required cold. I have planted as late as Thanksgiving, and it snowed that weekend; they still came up fine in the spring. I'm in zone 7, but considerably further north (Long Island) than you are. The ground here usually doesn't freeze hard until late December.
