I have some dining chairs that are lacquered and I would like to either spray paint them or hand paint them what are the steps for me to take.

Remove the upholstered seat if you have one. Sand the sheen off, wash down and use spray paint. Do a test on the back underside of a stretcher or leg to make sure it doesn't react to your old finish, like crackle. If ok spray several light coats. Don't add a clear coat, could react poorly. Note, shinny lacquer doesn't accept paint well and will be very easy to chip. So handle with care.

Hello Eartha! I can tell you how to paint your chairs with Dixie Belle Chalk Mineral Paint :)
It is super easy to paint your kitchen cabinets with Dixie Belle.
Step one: Clean with White Lightning
Step two (optional): If they have a very slick surface, apply two coats of Slick Stick
Step three: Paint one to two coats of Dixie Belle Chalk Mineral Paint
Step four: Use Gator Hide for a water resistant finish

Painting chairs is a tedious job. To speed it up, especially if I’m painting dining sets with several chairs, I use a paint sprayer.

I agree with using a paint sprayer on chairs if you can, because depending on the curves and details of them, they can take a long time and you may get drips. If you don't have access to a paint sprayer, you can use spray paint.
First make sure you begin by removing the upholsters seats if they have them, then lightly sand them a bit. Begin with a good spray paint that has a primer. Keep in mind that if you're going a lighter shade over dark chairs it may take a few coats. Then, pick your paint color and go for it.
