Hi. Oil and epoxy paints are best for walking on. Use a primer that adheres to vinyl for oil. And also if you decide to use latex. You will need to use several layers of sealer on latex. Scuff the surface of the floor with a fine grit sandpaper to give the paint and primer something to grip. Test a small area first to see if you like the look, then go for it! Happy painting!
Why bother with such hassles? Treat it all like a Tile in the tub and use an all purpose solution:

Hi Bonnie. I'm Cindy. Using a really good primer is the key to success for painting ceramic tile. Oil based paint is the best choice for tiles that may get wet, such as bathrooms and kitchens. Use a brush and roller to paint the floor with. It will go a bit quicker with those two tools. Hope this helps. Good luck Bonnie.
