You need to carefully dig out the old grout using a small grinder or old screw diver, whatever you can get in the space and not chip the tile. Vacuum out, regroup, seal.
You may also want to paint the old grout if in good shape. They sell grout paint with applicator at tile stores and maybe Home Depot
The key to success in regrouting is to remove enough of the old grout to insure that your new grout will have a clean surface to stick to. According to the width and amount of grout to be removed, I use a combination of tools ranging from a simple grout blade on a handle, an oscillating tool with a stone cutter blade, or for big jobs like a room floor, an offset grinder with cement disc (wear gloves,eye protection ad dust mask, dampen old grout for dust surpression). After clean up, just reapply grout and reseal when dry.
