Sand down to raw wood. Stain and seal with three coats of a water base poly. You can also sand, prime with Kilz primer and paint.

To refinish like a pro, strip off old finish using a commercial liquid stripper. I Use Kleen strip. Brush on, let it set about 20 minutes, use a putty knife to scrape off. May need to repeat until clean. Last go around brush on and wipe witb steel wool to clean out grain. Wash down with lacquer thinner. Sand carefully not to go thru veneer. Stain with penetrating stain, put on sanding sealer, lightly sand, if can spray 2 coats of precatalized lacquer, if not brush on.

Use gloves and safety glasses. Do somewhere you can be messy.
