I have never cut mine back.
I cut mine way back each year before the first frost and the following year it comes back fuller and healthier the following spring.
You don't need o do it.
The best time is "when the blade is sharp and the spirit is willing".
I do it in early spring because it promotes new growth. I cut them way back in February (I live in Texas)
