Any pictures? A lot of legs are solid, not veneer. Is it loose? Coming off? If peeling up, keep chipping away at it. If all there, just glue it back down. What exactly are you trying to? Repair? Ready it for painting?

Some of it is missing, some is coming off. There is wood underneath but it is very rough

I agree with Kelli. All legs that I have run across are solid wood and not veneer. Citristrip is a paint stripper. Won't work in removing veneer.

Sounds like veneer over particle board. You can remove what is coming off, fill with wood putty, sand smooth, and paint. Other option would be to use an iron set to medium to soften the glue and peel off the veneer.

Sue, Again if you can send a picture, that would help and also your end intentions of how you are wanting to finish the piece. Stain, Paint? Happy Thanksgiving

Most Curved legs are made not out of 1 single piece of wood, but sometimes 2 or 3 that have been glued and clamped, then the leg is cut from this. Maybe the wood is separating at the seams. Check another leg carefully, and see if you can see the seams. If this is the case ,wood putty as William suggested would be your easiest fix.
