Joanne Fabrics has clip on replacements for the sliding closer part of zippers & zipper pulls. There a several sizes& varieties - metal & plastic -best to take the boot to compare it to repalcement options. If the zipper itself has broken -i,e, teeth broken off or no longer mess then they have zippers you can replace the whole thing with - you will need waxed thread & an awl which has a heavy duty needle - Tandy Leather used to sell them

That depends on how exactly the zipper is broken.

Is it just the top zipper pull that is broken off, or are some of the teeth broken? How is the zipper not functioning properly?

If the boots are leather and have lots of life left in them, then it may be worth the $ to have the zipper replaced at a shoe repair shop. However, as the price will not be cheap, if the boots are vinyl, it may not be cost effective to pay to have the work done.
