How can I inexpensively cover an ugly glass window in my dining room?

    Thermally lined draperies (if you need this) are available at Costco. Given heat and cold transmission, it may be difficult to get anything to adhere directly against glass block.

    Yu can possibly add new sheetrock over them and cover outside with siding.

    You can get drapes, blinds, anything that will cover the area. You may be able to find a window film that will change it up enough to improve the look of the glass blocks. If you go with drapes, I would make sure to get shears so that you can open the drapes to bring in some light without showing the blocks.

    Make it into stained glass. Use frosted contact paper to make designs on it. outline it in a fabric you like. depends on if you dislike entire window or portions of it. Do you want it entirely gone or just re adjusted?

    If space permits, and you're only seeking to obscure the window from your interior view, you could always suspend plants from your ceiling , place other taller plants on the floor or on plant stands, placed in front of the window

    If you wish to block the window completely, invest in decorator, floor to ceiling draperies, with a design you love. Place the rod at ceiling height to make the fabric the focal point of the room.
