Tile saw will cut them.
You can buy a cutting tool for that. We picked one up at a big box store designed just for it and it worked great.

If they are already installed you can get a grout cutting tool and remove those tiles.
Is the tile installed? Need more information. What is it you want to do?
If they are full tiles you want to remove. Remove the grout around the row you want to remove and tile you want to remain. Use a hand tile saw, flat head screwdriver, razor knife. Then you can break/chipout the row of tiles with a hammer and chisel.
