We have a new house so we don't want to use b nails and we can't use the clips for the shingles. The Garland had light's and is heavy. We don't have gutters to attach to either.

you can use command hooks and also clear fishing line
I was at home depot yesterday and command has clips for outdoor lights that may work for you. Just make sure you get enough to hang them the distance apart they want them hung on the directions.

These plastic/nylon zip ties hold garland securely from the wind. As they need to be cut off with scissors, they are for one-time use only. Long lengths of velcro can be cut to custom size, and should be able to be reused for several years.
