Would bad ground cause this?

Metal frame building with wood studs wood studs smoking. Is there any way he can test metal to see if it's conducting electric can you put a voltmeter directly on metal frame??

Yes something has shorted out somewhere could even be just a screw or nail barely touching something and it's being conducted thru the metal frame to studs or drywall. If it is a short, find it quick before it ignites and burns, or turn off the electricity to the building.
Stray voltage is flowing through the metal studs transferring to the wood. Set a voltmeter to 120V. Insert the black (-) into the ground prong of an outlet. Touch the metal stud with the red (+). If you get any voltage you have a short in the wiring.
