Make just like other drapery. It's the lining that is different.

Black out curtains are thinner than the thermal drapes. Check out Walmart, they aren't as expensive there and by the time you get the lining to make the thermal lining and the drapery material and needed supplies, it may be just as cheap to buy them already made.
