I use nails that are long enough for the rope to hang over it.
You can buy a bundle/package of plastic zip ties. They come in different lengths and will secure your garland/roping to your fence securely. Your roping will not come down in wind or snow. You can find them in the electrical section of places like Menards, Home Depot, and Lowes.
Ginger...I put ribbon on the ends and tie through the railings. Hope it works for you.
Use florist wire or pipe cleaners.
Zip ties!
Yep zip ties are the way to go! If you can’t find one single one long enough to go around your fence and rope, you can put two ties together to make a larger one.
