Use a good epoxy paint.
Rustoleum or Homax tub and tile paint kits.
I would use a good adhesive primer like this one https://www.homedepot.com/p/KILZ-ADHESION-1-qt-White-Adhesion-Interior-Exterior-Bonding-Primer-L211104/204763141?cm_mmc=Shopping%7CG%7CBase%7CD24%7CMulti%7CNA%7CPLA%7CAll_Paint%7c71700000032325895%7c58700003835893712%7c92700030694005952&gclid=Cj0KCQiAi57gBRDqARIsABhDSMoSPbvZ5X-6NC49mJks1kkZoMGZ-vB-aEVFwD7TeNZzw189KM-qN6AaAhkQEALw_wcB&gclsrc=aw.ds and then paint whatever paint you wanted after that.
