You add baking soda to latex paint
I don't have the recipe, but most chalk painters will attest that store bought works best and is easier. It's hard to mix completely and accurately. I Use Rustoleum chalk paint and clear top coat. It can be made in any color, love it. Cost about $17 for quart, goes a long way. Plus the top clear top is more durable than wax.

For Plaster of Paris chalk paint, mix 1 1/2 tablespoons of cool water into 2 1/2 tablespoons of Plaster of Paris until the mixture has a smooth consistency without lumps. Pour the mixture into 1 cup of latex paint and mix well until it dissolves fully. For baking soda chalk paint, mix 3 tablespoons of cool water with 1/2 cup baking soda. Mix it into 1 cup of latex paint until fully dissolved without lumps. For unsanded grout chalk paint, mix 1 tablespoon of cool water into 2 tablespoons of unsanded grout, and mix this into 1 cup of latex paint until smooth.
