How do I fix a bulging spot on my kitchen countertop?

I live in a rental and my kitchen countertop is bulging in one spot and is not flat, I presume it was from water from a leaky tap. Is there any way to rewet this spot and put something heavy on it to flatten it?Thanks

    No, it's put down with contact cement, has to be applied to both sides - plywood and underside of counter. Report it to you landlord, they should take care of it. If you try and crack it they will hold you responsible and you may have to buy a new one.

    Sounds the area needs to be re-glued. Check with your landlord to see if they will not fix it for you. It may require drilling a tiny hole in the top and inserting glue. Put a heavy weight over the spot for about 24 hours.

    If the bulge can be pushed down the substrate has not swelled. Place a cloth over the bulge. An iron set to medium and iron over the cloth. Check every few seconds if the bulge goes down and not to burn the surface. The heat should reactivate the glue. If the substrate has swelled there is nothing that can be done.
