draw the 'tree shape' then attach fairy lights along the outline of the tree -- you can use a dab of glue, carefully placed staples or tape, then use appropriate size little decorations ..

Useing push pins you can drape any material garland over them, string some battery operated OR electric lights or get a pre strung garland. You can also cut the shape of a tree out of fleece fabric, spray glue onto cardboard cut that to the tree shape for sturdiness. Then decorate stringing the previously mentioned lights,over the fabric, or poking holes through cardboard and fabric and poking lights through from the back. You can still use decorative push pins, and colorful tacks hold decorations in place. ( place item between pin and top,don’t puncture anything.)
