Hi Suzy you can buy spray paints now that are specific for hardware. I would take the rod down and scrape it and sand it to remove all loose paint and then spray it.
Suzy, you can buy a plastic rod cover -- a thin peice of plastic that is split lengthwise and pops right over the rod -- for about $1. Check dollar stores. Cheaper than a can of spray paint.
