You will have to dig around the stumps and use root killer.
You have options.
1. Do nothing and let it rot naturally.
2. Hire a stump grinder - immediate results, can be expensive.
3. Kill it yourself. Will still take time, but faster than letting it decay naturally. There are many products on the market, take your pick.
4. Out of respect to the environment, wildlife and many pets in my household, I use a natural approach, but enhanced with vinegar. In your application I would spring for "agricultural strength" vinegar. Will take time, but faster than doing nothing.
Even if you use a stump grinder, you need to let the ground recover and plant nothing for about a year. Let nature perform its magic.
How big are they? It will matter on what you can do
