Late winter to early spring depending on where you live. I am in zone 9 and prune in late January to early February and have my first blooms by Easter.
In zone 7b I do it in February.
If you didn't prune them before the first frost, then wait until the spring thaw.
I like to use 'Super bowl Sunday" as a date to remember!!!
