According to Hunker either Rhino or Gorilla glue. Be sure to hold it place for about 30 seconds and then clamp in place and let that dry for a few hours.
Best to use mechanical fasteners like expansion anchors or Brick clips but if you use a glue, use one compatible with mortar and is for exterior use.
If you can't find a glue that will work, consider brick clips.
