How do I paint cheap plastic or a vinyl table top?

how do I paint a cheap plastic-ish, maybe vinyl, table top. It is the perfect side-wing for a corner desk I painted navy blue. I scuffed it with sandpaper (so too late to leave it black) but I don't think latex paint is going to stick to it ro gripper primer either. I was thinking maybe glue fabric to it but don't know what glue would work either

You can spray paint it with spray paint made for plastic. Or, can you remove it and put down new vinyl?

Latex paint will adhere to plastic or laminate as long as you light sand it (which you did) and apply a coat of oil based primer before applying your paint. Rust-oleum has the best primers. Good luck!
