    You could make a frame out of a sturdy wire and then cover it with several layers of netting or tulle sewn onto the frame with a very thin, flexible wire. Then add glue and sprinkle on glitter. Hot glue once finished.


    The edging could be lace or a thin row of silver or gold garland attached with hot glue.

    If it's for a child to wear cut them out of poster board. Basically two paisley shapes long enough to start slightly over the child's shoulders and extend slightly below the waist. Be sure to include a tab on each about 4" long and 3" wide. Overlap the tabs and staple them together. Cover the wings with feathers from the craft store. Then sew two pieces of elastic into circles and staple them securely to the doubles tabs. These will go over the child's arms and rest on his/her shoulders. An alternative attachment is 4 holes in the tabs threaded through with help or metalic gold cord to com over the shoulders, cross the chest and tie around the waist.
