You can clean them with a solution of warm water, vinegar and baking soda.
We lived in two mobile homes with aluminum window frames. We were very poor. I bought one quart of ammonia and poured about one/half cup into a gallon bucket with warm water. I added a couple of squirts of cheap dishwashing liquid and a clean rag into the warm solution. I started inside, running back and forth to the kitchen counter to rinse the rag and wet it with more solution. The dishwashing liquid helped cut the dirt, the ammonia cut any grease and streaks, and the warm water helped each ingredient dissolve a run into all corners and seams. I dried the windows with newspaper, rubbing out any streaks.
Then I did the outsides of all the windows, adding more water and using the outdoor faucet for rinsing the rag. I had to use an A frame ladder to reach the tops of the windows, but the procedure was exactly the same. And a few years later, in the second mobile home, the procedure was the same, except I used a big sponge instead of a rag. You have some pretty simple choices to make and some hard work ahead.
