Not sure I would do that, laminate,is very slippery. Concrete steps on inside? Are they glue down? Will need to buy rubber nosing.

Construction adhesive to glue them down to the concrete. Weigh them down with something heavy until the glue dries.

First question is why? I have been in places that have laminate steps and they are DANGEROUSLY slippery. Even with the edge trip of aluminum for traction.....I would think twice. If you are looking to cover them up for some reason, think rubber stair treads.

Never put laminate on stairs! Wood can be glued on them. Laminate is way too slippery! Lawsuit!
