Drainage needed or raise low spots.
If it’s new concrete you may be able to use a leveling concrete to level the low spots. If it’s older you may consider putting a leveling concrete over the entire patio and make sure it is sloped away from house so it drains. https://www.hunker.com/12415468/how-to-improve-an-uneven-concrete-patio
You could try using the levelling concrete to fill in the sunken areas.
Could you drill drain holes? I'm really not sure
You can use leveling concrete but you need to fix where the water is coming from, maybe you can put longer downspouts on your eaves to send the water out to the street
Perhaps cut a few grooves, start from the wet spots that hold the water and go out to the perimeter with that being deeper so that the water runs down and off the cement.
