Could you please reword your question. I don't understand what you are asking.
An apartment needs two entrances,did you measure how many rooms you want down there, looks like you making it bigger.
I'm going to take a stab at this. I am thinking that with the photo, you are trying to figure out how to close off the steps for privacy, am I right? If that is the question, then I recommend boxing out the bottom of the steps, with walls surrounding the entrance of the doorway. So that the person entering the doorway will have enough room and flat surface to enter the basement safely, and off the end and edge of the steps. This is easy to do, and also leaves the steps as much as they are, so that you can easily convert back to having your basement, later if needed. Also, as the person mentioned above, you may have to adhere to code, by having two entrances, so find out what it is in your area. Especially if you are planning on renting this out to some stranger. Contact your county to see what the building code is to transform your basement into an apartment in your area. If they let you do this, they may have specifications as to what you can/cannot do. Do this before you do anything.

You will most likely have to have windows assessable for each room that a person will be able to get out of in case of emergency. In a basement the stairway is the first means of escape, a walk out will be a second option, but you will still need access close enough to each room to escape if the other option is not usable. The windows need to be big enough for anyone down there to get out of safely. I would need to know what is behind the door by the stairs and what the rest of the basement looks like to suggest a way to enclose the stairway. Are there areas, like a laundry room that you will still need to access without bothering the people living in the basement?
