Want to take a gift bag and make a center piece for decorations.

You could always place a vase in it and add flowers or have balloons if it's for a party.
You can put a vase or bowl inside the bags and add flowers, feathers, balloons, greenery, twirls, small stuffed animals, candy canes, anything on a stick etc. to make a centerpiece. Pinterest has some ideas if you type in Paperbag Centerpieces.
