How do I fix a raised spot on my wood laminate floor right in the seam without replacing the entire board?

Is it from moisture? And is it plastic/vinyl laminated particle board, or wood laminated particle board? Sanding is pretty much not an option in either case, as the laminate is very thin and will wear through fast with sanding. It is wood laminate and where it's raised also has very small chip?
