I used floating shelves above the toilet. Display towels in an artful arrangement & use small baskets to house facecloths
You could buy pretty storage containers and place them on shelves...

If you're permitted to drill into walls, purchase a new/used medicine cabinet or similar to hide toiletries, and take it with you when you move. Repair and repaint wall prior to moving.
There are over the toilet wire shelving units on which you could place small lockable bins.
Attach plumbers piping or sections of pvc to walls around sink. Attach a sectional drape and stack (stacking) bins with slide out drawers below.

They have standing storage for over the toilet too, so you don’t have to hang it on the wall. I saw one that surrounds the toilet that has little cabinet doors all the way around it too (on Amazon) .
You can also buy some command hooks that are removeable for hanging baskets for small wash clothes and hand clothes, perhaps even an extra bar or bottle of hand soap.
Ikea always has neat stuff for storage, S hooks on towel bars or there kitchen storage bar system with containers you could hang it. Ikea had plastic bins for shoes that can be stacked or hung on the wall, but they are narrow and wide. And instead of the top coming off of these boxes the front tilts out and you could use them for rolled larger towels or other taller items.
I also saw a cabinet ( on the internet somewhere) that hangs on a doors hinges, but the cabinet remains behind the door and is a closed tall cabinet for medicine and toiletries.
Also you can always get ideas on pinterest by looking up dorm room storage ideas because often they can not nail or screw things into dorm walls at University and their spaces are small that they are working with too.
