Shape a wire coat hanger into a heart shape. Tie on strips of fabric, ribbon or tulle. Bunch up until full.
Or you could get embroidery hoops and sew on a heart in sequins.

You could get a wreath form at a craft store and then wrap it in burlap and add some felt hearts.
