How do I raise a counter?

I have older and short bathroom counters. I would like to keep them and raise them from the top. Asking the best and easiest way to raise, install new countertop with vessel sink.

Hickey, usually the counter height is determined by the cabinet height. Most countertops are screwed from the bottom from the cabinet into the counter substrate. Remove these screws first. Of course, you will also need to uninstall the sink. Once you lift off the counter, you can modify the cabinet.
One word of caution, if you want a vessel sink, these are usually installed on shorter cabinets so that the top of the vessel is a comfortable height. You also need to have a solid counter without a sink hole. I'm not sure that preserving the old counter will yield the results you are looking for.
Changing the counter height may affect your plumbing supply lines and drain lines.
If may be easier to place your vanity (if you have one) on a plinth, to increase vanity /sink height.
Building up the cabinet at the top really isn't a good idea. I doubt it would be very stable. If you want a higher cabinet and countertop, I suggest that you build a base for it on the floor. Screw the base to the floor and then screw the cabinet to the base. You're going to have to replumb anyway.
