Scrape off loose paint, power wash, sand down smooth. Prime with exterior oil based primer and paint with 2 coats of exterior semigloss latex .
I dont think you have a choice but to sand it all off and re paint the door with suitable outdoor paint.
I would use a plane to scrape off the lose paint. Then sand it smooth. Paint the colors you choose and at least 2 coats of clear to protect it.

Strip the paint off and start again with a Primer, Undercoat and Two top coats of Paint.
