Which is first paint or caulk?

when painting baseboards, do I caulk them first or paint them first for a clean finish. Also can I use water n my finger to create a smooth finish or is there something better?

I caulk first and I use my finger to make the caulk smooth. Have a cup of water and a rag handy to clean/re-wet your finger and to wipe it off.
Prime the baseboard first, and then caulk. Once the caulk has cured, paint the trim. Like Kathy, I keep a small dish of warm water and a rag handy. After I apply the bead of caulk, I dip my finger in the water and use it to smooth out everything.
Caulk before paint!
We caulk first too and use the wet finger trick :)
