I want to make a deck level with the concrete.
A photo would help. What do you have to work with? Without any info, you would need to excavate the area below concrete grade in order to set the footings for the deck. Then install the deck surface. Obviously calculations need to be exact for the finished deck to be level with the existing concrete. Here are some sites to get you started.

if you want to make it level with the concrete, then you will have to dig out the ground, lower it to accommodate the difference in height. Sounds like a lot of work depending on the size you want and how hard the earth is...determine how big you want it and how to remove the earth where you need it to go, if you are building it out of wood, it will need to sit on patio blocks or pylons in order to prevent rot from the ground...so it will need to be dug deeper to accommodate that issue... Measure the area you want and and buy the lumber needed to build a frame, 2x4's, or 2x6's and decking. you can look on youtube.com for "building a simple deck" and watch how they did it...
