How to paint kitchen cabinets?

I would try fine steel wool instead of sanding. That will scuff the surface enough for the paint to adhere. If you think it's the paint then sanding is your best option. Clean with TSP or denatured alcohol. Check on getting a paint that is designed for kitchen cabinets. Try Sherwin Williams store.

Use a smooth roller not a paintbrush. You will get a smoother finish.

I think you touched up with latex over oil based paint. Do as Kathy suggest, if the sanding starts to peel it, you'll have to scrape off the latex, then go over it with oil based paint.

Use a green kitchen scrubby to smooth out the finish. Use a foam roller and foam brush to paint.

It is super easy to paint with Dixie Belle:

Step one: Clean with White Lightning

Step two: If the surface is slippery, apply two coats of Slick Stick

Step three: Paint one to two coats of Dixie Belle Chalk Mineral Paint

Step four: Use Gator Hide for a water-repellent finish
